OCA - Greater Houston

Headquartered in Washington, DC, OCA is a national membership-driven civil rights organization of community advocates dedicated to advancing the social, political, and economic well-being of Asian Pacific Americans (APAs). With 100+ chapters and college affiliates across the country and a membership that reaches 30,000 constituents, OCA seeks to empower the APA community through its national and local presence. Founded in 1973 as the “Organization of Chinese Americans,” the organization has since evolved to become OCA - Asian Pacific American Advocates.

Established in 1979, the OCA-Greater Houston Chapter (OCA-GH) is one of OCA’s 100+ chapters and college affiliates, with a long track record of programs/initiatives that work to advance the 4 main goals of the OCA mission statement:

• to advocate for social justice, equal opportunity and fair treatment;
• to promote civic participation, education, and leadership;
• to advance coalitions and community building; and
• to foster cultural heritage.

Noel Manuel - DJ Flip Hop

DJ FLIPHOP hypes up the crowd and electrifies the dance floor with his master mixing, incredible scratching and top-notch blending of music. Although born in Chicago, he has been rocking the hotspots in Houston beat by beat since 2007. Since then, he has perfected his craft and has established himself not only to his peers, but also to the Houston community in general. His fine details to sound and his style of spinning evolved from his desire to entertain the masses through music. He is currently part of The Kracker Nuttz and has been a DJ for the Houston Rockets since 2010.

Steven Wu - Chevron

Steven Wu in his professional capacity is a Facilities Engineer at Chevron. In his advocacy capacity, Steven currently serves as a Board of Directors at the East Coast Asian American Student Union (ECAASU) and Board Member and past Vice President at OCA-Greater Houston (OCA-GH). Steven first discovered his passion for advocacy work in college at Georgia Tech and further pursued this path in Houston through OCA-GH as the Festival Co-Director of the Houston Asian American Pacific Islander Film Festival (HAAPIFest) for three years and co-founder of the Together Empowering All (TEA) Talks program. In 2017, Steven began co-leading OCA-GH’s Civic Engagement efforts to turn out more AAPI voters. With critical elections coming up in the next few years, Steven plans to educate the electorate on key public policies affecting our daily lives and why civic consciousness is vital in advancing an equitable tomorrow. Steven is currently leading the Texas Data Quality Coalition to advance health equity through data analysis, community education, and policy change in local and state health agencies. Beyond the Data Quality Coalition, Steven is currently engaged in direct advocacy work to advance immigrant/refugee civil rights while denouncing any attacks on our marginalized communities. When not engaged in advocacy, Steven enjoys tossing a frisbee on a brisk fall day, snapping candid pictures of Houston, camping/hiking the beauty of Texas, and reminding any non-Southerner to say “all y’all”.

Richelle Billones & Eric Cho

Richelle is a medical professional that moonlights as a full stack web developer. She first became interested in programming in middle school (shout out to Xanga and Myspace). Though she went on to pursue other interests, her curiousity about the field persisted and she found herself circling back to the world of web development. When she's not working on apps, you can find her listening to podcasts, trying new foods and drinking too much coffee.

Eric met Richelle while they were pursuing Pyschology degrees at Baylor University. He has been dancing since 2007 and joined Houston popping crew Item#Funk in 2017. His other hobbies include sketching, collecting things and searching for new hobbies. This website is Eric's first foray into web development and he's eager to continue learning more.
